Area 5: Scenic Parkway North -
Size:
880 Gross Acres
Existing Condition:
Access - Area 5 is accessed from Scenic
Parkway, which runs north to south through
the Area and Drumcastle Lane which
to Shillelagh Road. Eventually, it will be
accessible from Pleasant Grove Parkway.
Land Use - The predominant existing land
use is low density rural subdivisions. New
development is occurring along Scenic
Parkway and includes the Grassfield High
School, some light industrial, office uses
and residential uses. An equestrian oriented
development occupies a prime position
along Dominion Boulevard.
Environmental Features – There are small
patches of forested land shown on the
National Wetland Inventory Map. A power
line runs diagonally through the center of the
Area. The Herring Ditch canal runs north to
south through the western end of the Area.
Utilities - The Area is partially served by
water and sewer
Opportunity:
Over time, the Area could support more
housing density than currently being
developed – especially as it relates to the
rural lots that are being developed - so that
larger and more manageable agricultural
lands could be preserved elsewhere in the
Study Area.
Threat:
The pressure to continue with suburban
or quasi rural development is great, which
would limit the amount of area designated
for agriculture preservation.

Access will eventually be from Pleasant Grove Parkway.
The park provides central green space adjacent to the high
school and within walking distance to single family homes.
Using the powerline easement as a greenway connection
allows for continuity in the green space network.

Other Considerations:
In the future, and based on the success and rising land values with
the development of Area 3 and Area 6 as mixed use centers and
the evolution of Dominion Boulevard as an Interstate Highway, the
existing low density development pattern, equestrian facility and
agricultural land will likely be pressured to redevelop into a higher
and better use. Given emerging development trends, proximity
to the Area 6 Mixed Use Center and the future major intersection
of Pleasant Grove Parkway and Route 17, this Area should be
developed in phases that compliment the Study Area’s development
to preserve its potential.
